Posting as much for a puzzle as anything.
Somewhere around the rear fender.

I think I know where they fell from/where I should put them back but it seemed worth posting as I managed to disassemble without noticing them drop and they are the kind of thing that could easy go missing.

They go underneath the fender. There's a sandwiched setup with washers etc. Mine fell out when I unbolted everything. Took me a few minutes to finally get the correct sandwich orientation. Wish I could remember what it was now. I can't recall if they drop in from the top or come up from the bottom. They go through frame holes.

I think this is correct.
Picture with one in and one out.
There's a metal piece that fits over then the bolts go though.
These are the rear two of the four bolts. The front bolts go in from the top and have nuts and washers from below. No rubbers on them.
It is possible that the rubbers should be under the plastic section shown. (The one that extends back to hold the license plate.)

I am sure at least on a Himalayan there should be a bolt there too.
I haven't got one.
There's a chance it worked loose.

I'm bumping this thread because, after changing out my turn signal indicators and getting everything buttoned back up and giving myself a big pat on the back for a job well done, I looked down and saw these exact bumpers on the floor of my garage. Somehow my age-addled brain remembered seeing those exact bumpers while reading/commenting in this thread almost a year ago, and I came back to find it again.

I've attached a pic of the bolts the bumpers sit under for a bit more clarity. These bolts/washers tighten up into what seems to be a T-nut or something similar, it floats around a little bit and cinching the bolt completely still leaves a little room (without the bumpers). The result is a rear fender that will rattle just a little bit. Adding the bumpers back in solves the rattle, everything is snug again. A little lube on the bumper was necessary to get them to slip over the t-nuts.

@Grayson Bellingham : thanks for starting this thread way back then! I also noticed that, while my bike DOES have that third bolt you mentioned, it just screws into the plastic of the fender so I don't really think it's doing that much. I bet you'll never miss yours.
