At one time in this state it was possible to have a repaired bike inspected by a certified engineer , and then at the Transport department at Regency park, and the bike recertified.
But it was not a cheap process, even thirty years ago around $8/900-, and the guys qualified and equipped to work on frames wanted a similar amount.
Few will work on cradle frames like Hima one, or the BMW Funduro/ F650/ Pegaso etc.
Obvious when you see one stripped, the top tube which holds the steering head takes a twist and a bend and if you try and pull them back they either crack at the time or soon thereafter.
On some bikes the frame holds oil, so you get a warning that it is cracking, others not so much!
